Yorkshire and Humber Public Health Observatory: Indicator Search Tool
The Indicator Search Tool (IST) brings together a range of national indicator sets relating to key policy areas relevant to public health.
The tool allows users to:
- list indicators within a specific set e.g. Programme for Action
- produce a list of indicators, combining data from different sets, grouped by theme area (including “Accidents, emergencies and injuries”)
- link directly to relevant web-sites
- support local partnership work by identifying indicators included within multiple sets – relevant to both health and local authority sectors
- link indicators with key related national targets
IST can help answer the following types of questions:
- What indicators exist around avoidable injury?
- What indicators are included within the Quality and Outcomes Framework?
- Which indicators should be used locally in order to engage with LSP partners?
Library of Local Performance Indicators
The library is a joint project run by the Audit Commission and the Improvement and Development Agency (IDeA). It is a free on-line service aimed at helping local authorities and their partners monitor and improve their progress in meeting local priorities.
The library offers:
- A database of local performance indicators (including those relating to avoidable injury)
- Good practice publications and web links for performance management and measurement
- Links to other source of national and vountary performance inidcators and data providers
- Latest news on performance indicator development
Local Area Agreement (LAA) Guidance
The Outcomes Framework of the Local Area Agreement (LAA) Guidance note sets out a list of possible indicators for inclusion in an LAA.
Annex D of the Guidance includes “possible LAA outcomes” and “possible LAA indicators”. These are not prescriptive, but give useful examples of relevant indicators used in local areas.
Issues relating to avoidable injury and safety are addressed through all four LAA blocks:
- Children and young people
- Healthier communities and older people
- Safer and stronger communities
- Economic development and enterprise

The Reward Element of Local Area Agreements: Stretched Targets
The indicators referred to in the previous section can attract Performance Reward Grants by the achievement of stretched targets, subject to negotiations between areas and Government Offices.
The Reward Element notes give advice on how to negotiate stretched targets based on indicators in the Outcomes Framework, and gives detailed information for each indicator including source of data, data limitations, period of measurement, and determining performance levels.
Indicators are grouped within five blocks:

- Healthier communities and older people
- Economic development and enterprise
- Cross cutting outcomes
Each block contains indicators relevant to avoidable injury.
For example, the children and young people’s block contains an indicator relating to the number of 0-15 year olds killed or injured in road traffic accidents, and the Safer and Stronger Communities Block includes indicators relating to fire safety.
The document also includes specific guidance on use of surveys to monitor targets.
