Tools

This section gives examples of tools which may be useful in developing Joint Strategic Needs Assessment. The page will be updated as the JSNA process develops.

South West Public Health Observatory JSNA atlas

This is an interactive mapping tool enabling users to view relevant JSNA indicators in map, chart and tabular formats. In addition to the indicators specified for the JSNA minimum dataset, the Instant Atlas™ tool also includes some of the indicators specified in the set of National Indicators published by Communities and Local Government. Information is provided for several different geographies including lower tier and single tier authorities and top tier and single tier authorities.

Health Inequalities Intervention Tool

Association of Public Health Observatories Inequalities Intervention Tool for Spearhead Areas. This tool outlines the diseases which result in a low life expectancy for the spearhead areas and models the effect on the life expectancy gap of increasing interventions e.g. smoking cessation.

Projecting Adult Needs and Service Information System (PANSI) and Projecting Older People Population Information System (POPPI)

These tools have been developed by the Institute of Public Care for the Care Services Efficiency Delivery Programme. They are for use by local authority planners and commissioners of social care provision in England. They are designed to explore the possible impact that demography and certain conditions may have on populations aged 18 to 64 (PANSI) and aged 65 and over (POPPI).

Child and Maternal Health Intelligence Unit (CHIMAT)

CHIMAT is a new national resource. As the name suggests, it focuses on child and maternal health, providing information and knowledge as well as needs assessments tools for children.

NHS Comparators

NHS Comparators is a national resource, and is part of the Secondary Uses Service (SUS) jointly delivered by The NHS Information Centre and NHS Connecting for Health. It provides comparator data for NHS commissioning and provider organisations, enabling users to investigate aspects of local activity, costs and outcomes. It is designed to be supplemented by information available in local systems.  It includes over 140 comparators at aggregate level by GP practice, PCT level, Provider level or above. There is help in the form of a user guide, a knowledge base and each comparator has suggestions for interpretation for high or low values (you will need to register to use this website).

National Adult Social Care Intelligence Service (NASCIS)

NASCIS is a collection of data, tools and resources designed to meet the varied needs of service planners, managers, researchers and policy makers amongst many others (you will need to register to use this website).  The tools:

  • Allow increased ease of access to and use of social care information
  • Improve integrity of information used for local decision making by providing consistent data and indicators.
  • Support local benchmarking and enable users to efficiently map time series analyses and trends against similar local authorities
  • Allow improved access to a wider range of timely social care information
  • Reduce the effort/cost of data collection, analysis and dissemination
  • Are a platform for improved integration of health and social care data via inclusion of Joint Strategic Needs Assessment.

Joint commissioning framework for dementia

The National Dementia Strategy joint commissioning framework provides best practice guidance for commissioning dementia services. It includes a Joint Strategic Needs Assessment template, summary of NICE and SCIE evidence for dementia services, commissioning levers against each of the strategy's objectives and a summary of South East Coastal SHA dementia metrics.

Health Inequalities Intervention Tool

Developed by the Department of Health and the Association of Public Health Observatories, this interactive tool can be used to assess the impact of potential interventions on reducing health inequalities within a local authority. Health inequalities are measured in terms of life expectancy, it should be noted that unlike earlier versions, this tool covers all local authorities in England.

Health Poverty Index

Available at local authority area, this presents an overview of “health poverty” in the selected area. This measure is a combination of existing levels of health, the root causes and any intervening factors. Comparison across ethnic groups is also available.

Anticipating future needs toolkit

The Institute of Public Care (IPC) and the Care Services Efficiency Delivery Programme (CSED) have produced a consultation toolkit to support demand forecasting and capacity planning for older people’s services. The Anticipating Future Needs toolkit describes the development of an effective consultation mechanism outlining a methodology for use by local authorities and PCT colleagues for local implementation of effective and consistent research.

The Social Care Institute for Excellence (SCIE)

The Social Care Institute for Excellence (SCIE) was established in 2001 to improve social care services for adults and children in the United Kingdom. They aim to identify good practice and help to embed it in everyday social care provision. SCIE works to disseminate knowledge-based good practice guidance through tailored, targeted and user-friendly resources. The website contains a wide range of resources and publications which may be useful in identifying good practice to guide the JSNA process, examples of these resources include Position Paper 09 ‘Developing measures for effective service user and carer participation,’ and Knowledge Review 13 ‘Outcome focused services for older people.’

The Joint Improvement Partnership

The Joint Improvement Partnership (JIP) is a partnership of organisations involved in improving services within social care. Aims of the partnership include; accelerating the pace of improvement, promoting and coordinating the range of high quality support available to organisations and promoting a culture of seeking support to deliver better services for users. The website contains a number of assessments and resources which may be useful in informing the JSNA process, examples include resources to aid the development of commissioning strategies and Local Area Agreements.
